Donald Trump Reinstates Antiabortion Policy for Overseas Groups
WASHINGTON—President Donald Trump signed a memorandum on Monday to reinstate a policy that prevents federal funds from going to foreign nongovernmental organizations that perform abortions.
The rule, known as the “Mexico City policy,” was first instituted by Ronald Reagan, and the name refers to the city in which he announced it in 1984. It has been reversed and reinstated in successive Democratic and Republican administrations.
Foreign nongovernmental organizations aren’t allowed to use U.S. funds to perform abortions. But under the rule reinstituted on Monday, they also won’t be able to receive any U.S. funds if they perform abortions or provide abortion-related services using other funds, not provided by Washington.
